The Immigration, Refugees and Citizenship Canada (“IRCC”) announced in December 2019 that it would postpone the re-opening of its popular Parents and Grandparents Program (“PGP”), which was due to open on January 1, 2020, to allow the IRCC sufficient time to complete the development of a new intake process. As we are waiting for further information on the new process in early 2020, in today’s blog post, MacLean Law will go over the changes for the Vancouver Immigration Parents and Grandparents PGP program, also called PGP for short, in recent years and provide a review of a sponsor’s eligibility as of 2019.
Changes in Recent Years under the Parents and Grandparents Program
In 2017: the IRCC transitioned into a “lottery” system. Interested sponsors had 30 days to submit an “Expression of Interest” online form to IRCC which randomly invited 10,000 sponsors to submit a Vancouver Immigration Parents and Grandparents PGP program or PGP application for their parents and/or grandparents. This lottery system was carried over to the 2018 intake.
In 2019: the IRCC transitioned into a new “first-come-first-served” online system. Interested sponsors could submit an “Interest to Sponsor” form on the IRCC website, beginning from a date and time pre-announced by the IRCC. The IRCC would then accept the first 27,000 forms submitted successfully. Out of the 27,000 forms received from interested sponsors, IRCC invited the first 20,000 interested sponsors to submit their PGP applications within 60 days.
The IRCC has yet to announce any detail for the 2020 Vancouver Immigration Parents and Grandparents PGP program or PGP intake process.

Eligibility as a Sponsor under the Vancouver Immigration Parents and Grandparents PGP program or PGP (as of 2019):
- At least 18 years old
- Canadian citizen or a Permanent Resident of Canada
- Lives in Canada
- Meets the Minimum Necessary Income Requirement for the last three taxation years

Your family size includes:
- Yourself
- Your spouse or common-law partner
- Your dependent children
- Your spouse’s or partner’s dependent children
- Any other person you (and your co-signer, if applicable) may have sponsored in the past, for Whom you’re still financially responsible
- The parents and grandparents you want to sponsor and their dependents
Application fee and processing time (as of 2019)
As of 2019, the processing time for PGP was about 20 to 24 months.
Government application fee (per adult): Processing fee: $550, Right of Permanent Residence Fee: $490, Biometrics Fee: $85
